Establishing a U.S. AI Consortium to Win the AI Superintelligence Race

The United States stands at a defining moment in the race to achieve superintelligence—AI surpassing human capabilities across all domains, projected to reshape global economies and security by 2032–2037.
As the world’s leader in AI innovation, with $248 billion invested since 2020 (CB Insights, 2025) and dominance in compute (Nvidia’s 80% GPU share, Gartner, 2025), America is poised to lead this transformation. Yet, fragmented efforts among firms like xAI, OpenAI, and Google DeepMind risk crucial inefficiency, safety lapses, and ceding ground to China’s $30 billion state-driven AI push.
I urge you, Mr. President, to champion the U.S. AI Consortium for Superintelligence in the form of a quasi-governmental self-regulatory organization (SRO) modeled on the New York Stock Exchange. This structure can unite our nation’s AI ecosystem, accelerate and streamline our efforts to reach AI superintelligence, and secure America’s global leadership. (See: Attached White Paper.)
This consortium, launching in 2027, will achieve artificial general intelligence (AGI) by 2030 and superintelligence by 2032–2037, a decade ahead of current projections (2040–2050, AI Impacts, 2023). By pooling breakthroughs in alignment, algorithms, and efficiency, it eliminates redundant R&D, saving billions annually (Epoch AI, 2025).
A scoring system geared to heighten collaboration and sharpen competition, will prioritize safety (50% of points for alignment solutions), ensuring superintelligence aligns with human values, mitigating existential risks like those warned by Nick Bostrom. Penalties for corporate malfeasance (-100 points for withholding breakthroughs) enforces transparency, flattening the wasteful two-tiered process of guarded innovations. The $100 billion Superintelligence Revenue Pool (SRP), funded by AI application royalties (e.g., $1.8 trillion market by 2030, Statista, 2025), rewards all players—industry giants, startups, and academia—ensuring equitable economic gains.
Your leadership, Mr. President, is critical to this initiative’s success. By endorsing the consortium and spearheading an AI Regulatory Act by Q4 2026, you can grant antitrust exemptions, enabling competitors to collaborate under National Institute of Standards and Technology (NIST) oversight, mirroring the Securities Exchange Act of 1934. This quasi-governmental SRO balances private-sector agility with public accountability, avoiding bureaucratic delays while enforcing fairness. A Global Safety Accord, negotiated with EU and China consortia, will mandate sharing alignment protocols, ensuring global stability without compromising U.S. performance advantages, addressing public concerns on X (60% support U.S.-led collaboration, 10% fear Chinese tech leaks, August 2025).

Convene Stakeholders: Host a White House summit with xAI, OpenAI, Google, and academic leaders to finalize the charter, ensuring bipartisan support.
